After an aborted attempt with Rampage vs Tito, Bellator is back with a second try and pay per view when Rampage takes on King Mo.  Original main event trilogy fight with Alvarez and Chandler fell through due to an Alvarez training concussion, so Rampage/Mo is the main event.

Some other interesting fights also on the card.  Televised Spike prelims are at 8pm ET, and the the PPV slot is at 10pm.

Does anyone know if they are online-streaming fights prior to the Spike portion?

Unfortunately, as Jack Slack once said, the majority of referees will allow one free major foul, and fighters have to start adapting to that, since no one is doing anything about it. Ryan La Flare basically knocked John Howard out with a nut shot, and the referee allowed the fight to continue with no points deducted. Jon Jones is the only top fighter I know of who is completely adapted to this sad situation. He actively includes at least one ugly eye poke into his gameplans. And I mean no offense - if everyone can do it, then so can the champions.

I'd like to see it that the only time knees to the head are illegal is when your opponent's chest or back is on the ground.  Sitting, kneeling, turtling would all be open for knee strikes.

@Gregory While I agree with you, I also think that kneeing the head of a turtled opponent is kind of pointless when you can just soccer kick his body. Matt Brown did a beautiful job annihilating Erick Silva's spine with soccer kicks. I wonder why people don't do that more often, it's basically the most crippling thing you can do to your opponents chances short of a Bob Sapp/Nogueira slam.

Allowing knees to the head of a turtled opponent completely changes the position and makes it a far less desirable position to be in.

Being turtled up is not a desirable position when your opponent can do this. Some people won't, for some reason.
