That’s vague. What is considered a lack of activity? If the guy in control is throwing strikes, even if they are puny and largely inefficient, is that not considered activity? It’s not like they all try to just stall on purpose, it’s just difficult to get position. There’s a lot of small adjustments and grips that get in the way of positioning and transitioning. Technique takes time, especially at a high level, the sport shouldn’t be neutered because of that, even if it is dull.
