Actually for people who water cut, your fifth day is one of your heaviest days. Then you taper off the salt and then the water and you shed lbs like nobody's business.
So either Khamzat wasn't even trying to cut properly at all a week or so ahead of time, OR he just intentionally decided to not try and sauna off the weight.

This is all the UFCs plan. Brilliant marketing strategy.
We now get Tony vs Diaz, Khamzat vs Holland and Li vs Rodriguez.
And the fighters who lose don't even get cut even tho they are on huge losing streaks. Very clever.
This now looks like a killer PPV card.
