No, Oktagon 20 should go on as announced (with changes to the fight card, including the title fight being in question due to the situation with new coronavirus strain and travel restrictions as Lohoré lives in UK) in Brno as the previous events.
The O2 Arena date is announced as a replacement to cancelled/postponed event there in 2020, adding that bought tickets are still valid, which might be also a motivation to motivate people not to return the tickets.
Oktagon 20 a of now seems pretty stacked with 12 fights including local big names like Vémola, Pešta, Buchinger, Škvor (Glory) and upcoming promising talents. Subject to change, it is given something will prevent all 12 will go through as planned but still.

If Alex Lohoré lives here in the UK then there's no way he'll be able to get out of the country to fight in this event as the Covid-19 situation has got really bad here right now.

Yup, even if he did, apparently he would have to undergo a quarantine, if he was in UK for at least 24 hours in last 14 days. It doesn't matter if it could be shortened by negative tests, this close to fight, that should have put an end to it.
Allegedly Patrik Kincl (the biggest czech name in middlewight outside of Oktagon, if we don't count Muradov) offered himself as a replacement. He just KO Drwal in first round in last KSW, so he should be quite fight ready. But he can't afford a loss outside of KSW, so that would be a big risk, no matter how much he wants a re-match with Vémola. I doubt anything will come from this, but interesting call out.
One factor is the promoters surely want local bigger names to face each other with spectators to fill out the big arenas while relying on PPV till then, doing events without people in Brno, using it laso for build up to those showdown for local public, for example Pešta wants Vémola and debuts in light heavyweight against Ildemar Alcantara in this event as Vémola would not face him in Heavyweight.

Buchinger is out (eye injury; he had a cut in his eyebrow in the last video, might be related?).

There's no way he'd be able to get out if he's still in the UK at the moment as the Czech Republic have suspended all passenger flights from the UK until at least the end of the year.
