He would be a big addition to their heavyweight division.
Kongo's far from a great fighter, but he's an old UFC veteran and would be a big addition to the Bellator heavyweight division.
WSOF doesn't really have a heavyweight division and doesn't seem to be building one outside of AA, so Kongo and Bellator would both benefit from him signing with them.

He fulfilled all of the fights on his contract and there's no interest in resigning him to a new by the UFC, so it seems he either tries to get signed by Bellator or WSOF, begins fighting in smaller org.'s and tries to get another fight and chance in the UFC or he retires.
I'm sure if he puts together a good win or 2 the UFC would give him another chance like they did with Gabriel Gonzaga.
