Just being on a string of losses does not mean you will fall to the bottom of these rankings.  

Important factors are the outcomes of the fights (e.g. is a fighter being quickly finished repeatedly, or are they going to decision), and the record of the opponents.

Pereira is losing to opponents with good winning records, and his older wins were against opponents with good decent records also. 

I don't see fighters ranked behind him with more impressive resumes. Ranking looks appropriate to me.
