That's a perfectly legitimate move as far as I'm concerned. Dodging a charging, 300lbs+ man isn't a bad idea and criticising a Rikishi for doing it is as illogical as criticising an MMA fighter or boxer for dodging punches with good head movement.

Agreed, I could see how someone could consider it "cheap" though. Its kind of like the sumo equivalent of Usman foot stomping Masvidal against the cage, one may hate it but its a perfectly fair technique to win with.
