I'm also not sure if this show is ment to replace Dana White looking for a fight. I'm sure it's easier to bring all the fighters to him rather than the other way around. I also wouldn't be surprised if UFC was testing this on fightpass for a possibility of adding extra content for FS1&2 in the future.
