Without this rules I would say Shamrock somehow gets a submission but if he needs to go for a submission very quick if he has him on the ground i see his chances becoming even smaller.
imagine tony is about to land bombs on shamrock on the ground and than the ref goes and tells them to stand up just because they already where 30seconds on the ground...wierd stuff ^^
most likely a KO for Toney
