UFC 300 and the Conor-vs-Titlefight-Dilemma

Conor just joined the USADA-Pool which perfectly lines up with the possibility to participate at UFC 300 in april, most likely vs Chandler. As he still is the biggest star in the UFC and UFC 100 and 200 aimed to feature the biggest stars possible it would be the logic consequence to book Conor vs Chandler to headline UFC 300.
Now the dilemma is that if a non-title-fight headlines the event there could be no title fight on the card because title fights are always above non-title-fights on the card. On the other hand Conor is too big of a star to put him in the lower half of the main card, if the UFC books two or three title fights.
How do you guys think it‘s going to play out? Is the UFC going to exclude their biggest star in their biggest event? Are they going to exclude title fights? Or will it be the first time since almost ten years that Conor is not going to headline a card on which he fights?
And which fights would you like to see at UFC 300?
