in other words, would tony jaa beat chuck norris? jackie chan beat JCVD? jet li vs jason statham? steven seagal vs David carriadine? Cynthia Rothrock vs Michelle Yeoh? who would win in a huge battle royale type fight?
for sake of fair argument, take every fighter in their prime...

Chuck Norris was an accomplished full-contact martial arts competitor for years. Granted, it was more like full-contact point fighting, but he still had the experience of actually getting into the "ring" with someone. JCVD was 5-0 in pro kickboxing, and 26-2 in amateur kickboxing. I would say either one of those guys would take Jackie Chan apart, being that Chan had absolutely no competitive background what so ever. Jet Li is a wu shu expert, which aside from its distant cousin san shou, has virtually no contact within its system. Li is more of a show artist than a combative artist.
Tony Jaa has some Muay Thai skills, but not much has really been said about formal training or competitive experience. He has trained extensively in TKD, Aikido, and Ju-Jitsu. I think he would fight more effectively than Chan or Li, if that's all truly the case. His athleticism goes a long way as well. According to Wiki, he's an accomplished high jumper, and is still able to jump 2 meters high. With all of that explosiveness, in combination with his kicks and Muay Thai skills, I'm confident he could do some damage.
Steven Seagal is a high level black belt in Aikido. In a street encounter he would probably be pretty effective if he was able to get his hands on someone. However, I still can't help but put him somewhere near the bottom of the list. He's so odd, and out of shape. Also, he hasn't shown a lot of striking or grappling skill, so it seems like he could pull off some slick take downs, but aside from that, what game does he have? It's a big question mark, which isn't to say he doesn't have some tricks up his sleeve.
With that being said, this list would change drastically based on whether you are talking about their skills and physical levels right now, or in their prime:
Prime:
1. Jean-Claude Van Damme
2. Chuck Norris
3. Tony Jaa
4. Jackie Chan
5. Wesley Snipes
6. Jet Li
7. Steven Seagal

Jackie Chan has studied several forms of Kung Fu. He has trained under GrandMaster Leung Ting in Wing Chun, (Bruce Lee also studied this) as well as Tong Long (Mantis), Bak Mei (White Eyebrow), as well as the northern Shaolin Kung Fu he learned in opera school.
He has also learned other styles of martial arts to help his screen fighting, including Hapkido, Boxing, Judo, Taekwondo and Hei Long. Jackie's personal style is a mixture of Wing Chun, Hapkido and Judo.

You can't call what he was doing fighting, it was semi contact and a bit of full contact which was nowhere near American style full contact. Van Damme is not a fighter by nature, it just not in him. Did you catch his recent reality show, it was awesome but the guy just isn't a fighter.
This guy, Patrick Teugels was competing at the same time.
