Not everything is about record's on paper. Vargas could've (should've) lost his last fight,he also started out 3 weight classes below.
Foster, has a couple of losses doesn't have the World Championship experience, but IMO he's on the way up as Vargas is heading down.
It's definitely a close fight though that could go either way. I'm happy to see that this is actually becomin a more common thing in boxing nowadays. Still only the main event is a 50/50,60/40 fight. Maybe even another 1 or 2 50/50s(there's another 1 on this card between the Heavies!) If we're lucky!! Better than squash matches from Top to bottom though like we were getting for the past decade!!!

Barrios being given a nice gift here after back to back tough nights vs Thurman and Tank. Santiago is also coming off back to back tough defeats, 1 an ass beating from the better of the young Gary Russell bros. The other defeat was actually a win but those DAMN judges robbed him and gifted Broner. I'd take more from the Russell defeat than the Broner "defeat" in terms of Santiago skill level. Actually, it says more about how washed Broner is than anything!!!!! Anyway!!!!! This fight, Barrios will accept the good will gesture and build some confidence with a dominant win. I think he'll get the mid to late roundstoppage

About Vargas, I also doubt that he'll fight Figueroa next, he'll be hoping that Magsayo wins that fight.
The fight I really want to see at Featherweight is Brandon Figueroa vs winner of next weekends Leigh Wood Bronco Lara fight.
Imagine the chaos, especially if its Lara vs Figueroa!!!!!
Another guy who is going to challenge for no.1 Featherweight is Robeisy Ramirez. Completely different style of boxer from th Figueroa/Lara wild style that I love but Ramirez has adapted his excellent 2x Olympic Gold medal winning Cuban amateur style to the pro game better and better as each fight passes
A supreme technical boxer who has developed the ability to take people out!!!!
Featherweight could be a great division over the next few years. Of course, as always with boxing, we just have to hope that they'll actually face off vs each other.
Someone needs to bring back the World Boxing Super Series. Loo at the winners of the previous tournaments. Usyk and Inoue. All World class, all time greats!!!

Figueroa has shown that he has hands and can take punches.
I agree with you that Figueroa beat Fulton, Fulton was about to be stopped a good couple of times in that fight, it is difficult for me to understand that for the judges in that fight Fulton Jr. won 6 or more rounds.
And of course, Vargas will be supporting with all his Magsayo: Vargas against Figueroa has 0 chances to use his scope or reach as against his other opponents and very likely Heartbreaker will stop him (Magsayo managed to knock him down and the decision of that fight was also controversial).
