Pretty sure this is just a Rizin event since Spike is the only Bellator fighter on the card. Spike has mentioned in the past it was always his goal to fight in Japan, so I have no doubts he would leave Bellator for Rizin in a heartbeat. 

Fun Fact: According to rumors on Sherdog, Spike was actually supposed to be re-signed by the UFC after his last fight with Bill Algeo, but during negotiations Spike just…walked out of the room.

Also spike signed a multi fight Bellator deal after his last fight. Rizin and Bellator are cool tho so they probably let him fight in Japan like he wanted

I remember watch the Kosaka fight vs. Cro Cop and honestly it was something horribly grotesque, since beyond the squash missmatch, the referee did not stop the fight until the corner threw in the towel and Kosaka ended up seriously hurt after the fight. While Ueda is nowhere near Cro Cop's level, Kosaka is a 52-year-old man fighting someone literally half his age. Freakshows are common in Japan since the Pride era, but I think this goes beyond its own limits.
