Not sure I can agree about judges taking cheating into account. Point deductions are supposed to be the ref's job and the last thing judging needs is more grey areas or subjectivity.
There should be a limit on the number of warnings before taking a point though. If you're going to warn someone 4-5 times without a point deduction you may as well not warn them at all.
