I don't think Hooper will ever be a striker, no matter how young he is. He's missing something. He doesn't have a natural punch form at all. He's gotta focus on his grappling and find a less forced way to take it to the ground.

Who trains this kid  CHase Hooper ?
I mean .... I would drill this kid in basic jabs and footwork  til he is spitting up blood.  
and then train him in basic setups for takedowns.

Oh spare, me Fight4Love. There are plenty of 23/24 year old prospects who can throw a crisp 1-2. This being a combat sport, that's a pretty important foundation.
