I think Ngannou probably hits harder than prime JDS (he’s bigger of course), but there's no way he hits harder than prime Carwin. Prime Carwin used to knock dudes out with literally a flick of his wrist (watch his fight against Gonzaga). It looked like he wasn't even trying to knock dudes out. His hands barely touch your chin and you're ******. Ngannou at least looks like he's trying to knock dudes out. He's turning his hips and ****. Carwin could poke a ************ on the chin and knock ’em out.

Prime Carwin was knocking guy with a bad chin... I think Rumble is the hardest puncher followed by N'gannou! Prime Hunt and Prime Nelson are big knocout artist.

In a word, yes.

Ngannou absolutely punches harder than Carwin, and probably punches harder than JDS in his Prime. However, it doesn't matter how hard you punch if you can't land, and JDS was certainly better at finding a home for his biggest punches.

None of the aformentioned should be considered all-time 'biggest punchers'.

Probably the heaviest Puncher of all time is Earnie Shavers. Of 74 fights, he won 68 by KO. Muhamad Ali said that he was by far and away the hardest puncher he had ever felt.

If you wanted to go P4P, it would probably be Julian 'The Hawk' Jackson.  49 KO's from 55 wins. When he hit people, they were just obliterated. He truly had ungodly power and was able to send people flying off the canvas with short hooks, like this one against Herol Graham. I've never seen anything like before or after.
