No it isn't. Sakakibara and Takada, with more focus on the latter of the two, have had deep Yakuza ties in the past but both have been forced to become legitimate promoters for fear of crackdown from the Tokyo police and the Japanese government. Furthermore, Japan's government is aggressively going after all of the Yakuza clans the way the United States went after the mob. It would be company seppuku for Sakakibara and Takada to re-entangle themselves and RIZIN with the Yakuza.
As for why people would pick Kandori over Garcia on this site, keep in mind that there are some accounts that purposely pick every underdog on the card as a gimmick.

Sakakibara might have cleaned up his image for the press, but that's the extent of it. It's mostly just a facsimile of normalcy. He might be slightly more white collar, and he might not make the amateur mistakes he did in the past, but he's still the same ************* he's always been, and Rizin is as corrupt and orchestrated as PRIDE/Dream ever was.
