OK so Romero excluded due to positive and I know Whittaker beat Hall who recently beat Mousasi but who would you favour between Robert and Gegard though?

Not taking anything away from Hall, he beat Mousasi, but if you want to compare how Moose would fair against Whittaker using their shared opponent, I think Mousasi was way more dominant against Hall than Whittaker could ever be (that's if you even go the MMAth route, which rarely do).
I think Whittaker is just good enough to beat Hall, who's obnoxiously overrated and isn't even close to being a real top 10 guy, while as Moose is a legitimate top 10 guy who "on his day" can potentially beat anyone in the division (Whittaker for instance, I can name a few guys who he never beats even on his best day).
