We always strive to get lock times as close as possible but sometimes it doesn't happen. The site needs to have lock times entered in ET time zone. Throw in clocks going forward and back and doing the conversion it can get really confusing at times.
But yeah, if you are leaving your picks that late, I'm not going to lie - you are running the risk of the event locking a hour or two early. It's better that than them locking late and the first couple of fights being scrapped as valid picks as the lock time was ******.
