@Bongamin it's a fair point. But cumulative striking needs to have a visible interpretable role in showing dominance to the judges in such a way as to indicate it played a role, or would theoretically play a role in the fight drawing to close. The strikes Gane landed didn't really do anything. They had no immediate visible impact. If they had, they would have won him the rounds. It's also hard to ascribe them much value because if they had done something, Francis wouldn't have been able to pressure, and win the grappling exchanges. Simply put they didn't have any meaning in the sense they did not significantly contribute to Gane showing dominance. It's not so much that strikes count more than grappling; either of them can be interpreted to establishing dominance. It's just generally the case that striking tends to be the dominant factor in the scoring of the judges, probably because it's easier to see who did more in the capacity.

Even though Francis didn't do a lot on top, he displayed effective dominance through grappling. It was obviously the case that Gane was becoming exhausted due to top pressure, and was losing the grappling exchanges. He got reversed and controlled--although is he hadn't gone for that leglock it very well have could have been a different score on the cards.
